COMMUNITY FOREST MANAGEMENT (CFM) IN LOMBOK ISLAND: KEEP SUSTAINABILITY AND CREATE PROSPERITY

This paper told us about relation between poverty and environmental destruction, especially forest damage. As we know that there are positive relations between poverty and forest damage (Todaro, 2006). Local forest communities who life in poor condition will get survive with doing illegal logging. In their mind, all of the trees around them are their mine. So, they can manage the trees with their style, including with cutting the trees illegally. In the other side, this condition will threaten their life and the other societies who live far from the forest area. Floods, landslides, erosion and loss of forest biodiversity are the impact of forest damage. Moreover, this condition will decrease water supply from forest to farm area, household consumption and industrial need. So, there is a dilemma in this case, extreme poverty in forest communities who was live in the forest area for very long time in one hand and sustainability threat in the other hand.

Community Forest Management (CFM) or Hutan Kemasyarakatan (HKm) in bahasa is one of social forestry model that has become a government program. Aim of this program is to make a guarantee for forest ecosystem integration, create social prosperity, social justice and developing democracy (Munggoro et al, 2001). The principle of CFM is giving an authority to local communities to manage forest around them with supervision from government or Non Government Organization (NGO). Implementation of this program made local communities more safety to manage the forest. They can exploit forest resources to increase their life quality without damaging the forest.

Nurjannah (2009) who was get research about the role of social institution in forest area communities in Lombok Island showed us that local institution is the effective instrument to keep sustainability in one side and create local prosperity in the other side, especially in forest area communities. CFM is the program that is a strategy to build effective local institution in forest area community. With supervision from outside stakeholder of the community, forest area communities can build local institution in accordance with CFM principles.
